PAT is an early childhood parent education and support program. This program is a voluntary program offered through the Petal School District for families residing in Petal with children aged birth to three. In the first few years, children learn more and at a faster pace than at any other time in life. You as a parent or guardian help shape your child's growth through the experiences you provide for them. Your baby was born to learn, and as a parent, you are your child's first and most important teacher.
- The PAT Program includes:
- Parent educators will visit homes to share age-appropriate child development and parenting information, help you learn to observe your child and address parenting concerns.
- Parent group meetings provide opportunities to share with other families, provide support to each other, observe their children with other children and practice parenting skills.
- Screenings will assess your child's language development, intellectual growth, social development and motor skills. Milestones are monitored to identify any potential concern before it becomes an obstacle to your child's development.
- A resource network will that your family to other community services.
- A resource center will provide classes, group meetings, needed resources, connect to other organizations, check out educational materials and more.
- You are parenting alone, we want to partner with you!

About Us
The Early Learning Collaborative Act established state PreK programs, known as the Early Learning Collaboratives (ELCs). All collaboratives are overseen by the Mississippi Department of Education, even though individual providers may also have other oversight agencies.
The Petal Early Learning Collaborative (PELC) was one of the very first collaboratives in the state. It consists of two four-year-old classrooms at Pearl River Valley Opportunity’s C. H. Johnson Head Start, two classrooms at Petal Primary School and two classrooms at Panther’s Den Learning
Center. The PELC has been successful every year, meeting or exceeding expectations in every area.
Our teachers and assistants are dedicated to meeting the needs of every child in their classroom.
Before any successful and collaborative partnership was formed, a strong, communicative relationship was established between our PELC which includes Head Start, Petal Primary School, the Petal YMCA, two part-time childcare centers, four full-time childcare centers and at-home childcare providers in Petal.
Petal Early Learning Collaborative participation is voluntary.
Kindergarten Readiness Assessment
The Kindergarten Readiness Assessment (KRA) provides parents, teachers and early childhood providers with a common understanding of what children know and are able to do upon entering school. The KRA is also used to measure how well Pre-K programs prepare four-year-old children to be ready for kindergarten based upon the Mississippi Early Learning Standards for Classrooms Serving Four-Year-Old Children. The primary purpose of the KRA is to improve the quality of classroom instruction and other services provided to students from birth-third grade.
The following are the date points of the Petal Early Learning Collaborative (PELC) for the 2023-24 school year:
- Fall average scale score: 429.17
- Spring average scale score: 540.98
- Kindergarten ready score is 530
- Total average achievement gains: 111.81
- Total average growth percentage of 98 points of higher: 58.14%
MDE Early Learning Collaborative Scope of Services

The Mississippi Department of Education is responsible for the implementation of the legislation and administration of the program. The purpose of the Early Learning Collaborative Act of 2013 is to provide funding to local communities to establish, expand, support and facilitate the successful implementation of quality early childhood education and development services.”

Did you know?
- Research shows that high quality Pre-K programs ensure kids are "kindergarten ready," meaning they will have higher math and reading scores, lower rates of grade retention, better high school graduation rates and a host of other traits that help put students on a path to college and career success.
- Petal's Excel By 5 helped start the Early Learning Collaborative in Mississippi.
- Petal is one of the first and longest running Early Learning Collaborative's in the state.
Preschool Curriculum
The Mississippi Beginnings Curriculum is currently taught in Pre-K. This curriculum is research-based, aligns with the Early Learning Standards of Mississippi and is developmentally appropriate. The curriculum balances intentional instruction and child-centered learning. It provides comprehensive, integrated instruction in all developmental domains and it empowers children with choices in self-directed activities. It offers a daily routine that develops key social skills, emotional control and values individual differences. The teacher/child ratio is 1:10.
Transitions
From Birth to Four Years Old
The Petal School District (PSD) and The Coleman Center for Families and Children (CFFC) believe that learning begins at birth and that parents are their child’s first teachers. Parents can join the Parents as Teachers Program.
For children who are identified with learning or developmental delays, PSD partners with the Mississippi State Department of Health's First Steps Program.
Families with preschool age children can also engage in weekly programming at CFFC. This helps to promote a child’s development through themed activities in literacy and language, fine and gross motor, intellectual and social emotional activities. Please check our social media for times.
From Pre-K to Kindergarten
All of our partners receive the following opportunities to ensure a smooth transition from Pre-K to Kindergarten:
- Professional Learning Communities
- Quarterly Partner Meetings
- Access to Numerous Community-Wide Preschool Learning Opportunities and Events
- Developmental and Health Screenings
- Referrals for Services
- Access to Preschool STEAM Lab and Computer Lab
- Preschool Assessments such as the STAR, Brigance, Peabody and ASQ
- OWL Curriculum and Supplemental Materials
- Manipulatives & Tools to Enhance Learning Centers
At the beginning of each school year, a Transition Folder is started on each Pre-K child that will provide information to Petal Primary School about the child such as sample work, assessment scores and/or developmental/academic checklists, a photo of the child, a sample of the child’s handwriting, a sample of their artwork and a note from the child’s parent to their child’s future Kindergarten teacher.
We also hold a Kindergarten Readiness Night Event each year in April. At this event, parents come with their entering kindergartener for a special evening of exploring the school and getting more information about kindergarten. For children who need a little more time adjusting to going to “big school”, we offer Panther Prep each summer. This is a two week program offered by invitation for entering kindergarteners to give them more adjustment time.
